
Foreign Forklift Licence in Germany (2026): Is a Polish, Latvian or Other Foreign Forklift Licence Valid?

Is my foreign forklift licence valid in Germany?
This is particularly relevant for people who obtained their forklift operator qualification in Poland, Latvia, Lithuania, Romania or another European Union country.
The most important thing to understand from the outset is:
A Staplerschein issued abroad is not automatically recognised throughout Germany simply because it was issued in another EU country.
The German Social Accident Insurance (Deutsche Gesetzliche Unfallversicherung – DGUV) explains that there is no general system for the automatic recognition of foreign Staplerfahrerausweis comparable to the system used for driving licences.
For a person to be employed as a forklift operator in a German company, a sufficient level of training and competence must be demonstrated.
In addition, instruction relating to the specific working conditions of the company and the particular forklift being used is required. For independent operation, the employer must also issue a written authorisation (schriftliche Beauftragung).
However, this does not mean that a forklift licence obtained abroad is worthless or that the entire training course must always be repeated from scratch in Germany.

Foreign Forklift Licence in Germany: The Most Important Points in 60 Seconds
A forklift licence obtained abroad is not automatically recognised throughout Germany.

Why Is a Foreign Forklift Licence Not Automatically Recognised in Germany?
A Staplerschein is not the same as a standard driving licence.
The DGUV explains that the requirements for forklift operator training can differ significantly between countries.
Differences may include:
- the duration of training;
- theoretical content;
- practical training;
- examinations;
- the types of forklifts used;
- requirements for instructors;
- quality control.
For this reason, simply presenting a foreign document does not prove that the level of training corresponds to what is used in Germany as a benchmark for safe and adequate qualification.

Is a Polish Forklift Licence Valid in Germany?
A forklift licence issued in Poland does not, by itself, automatically give a person the right to independently operate a forklift in a German company.

- may already have several years of professional experience.
A Polish qualification should therefore not simply be disregarded.

Is a Latvian Forklift Licence Valid in Germany?
The same principle applies to a forklift operator licence or qualification document obtained in Latvia.
A document issued in Latvia is not automatically converted into or treated as a German Staplerschein simply because Latvia is an EU member state.
However, previous training, documentation and actual work experience may be taken into account when assessing the person's existing knowledge and skills.
If someone already knows how to operate a forklift safely and can provide evidence of their previous qualification, the procedure described by the DGUV allows the extent of additional training to be adapted to their existing knowledge.
Is a Forklift Licence from Lithuania, Romania or Another EU Country Valid in Germany?
The basic principle is the same.
It does not matter whether the Staplerschein was issued in:
- Poland;
- Latvia;
- Lithuania;
- Romania;
- Bulgaria;
- the Czech Republic;
- another EU country.
The fact that the issuing country is a member of the European Union does not in itself mean that the Staplerfahrerausweis is automatically recognised in Germany.
The person's actual qualification and level of training must be assessed.
Who Determines Whether You Are Allowed to Operate a Forklift in Germany?
The main responsibility lies with the employer.
According to DGUV Vorschrift 68 § 7, an employer may only issue written authorisation for the independent operation of industrial trucks with a driver's seat or driver's platform to a person whose suitability and qualifications have been verified.
In its guidance, the DGUV refers to training according to DGUV Grundsatz 308-001, successful completion of theoretical and practical examinations, and appropriate proof of qualification as a benchmark for adequate qualification.
Therefore, the main question is not simply:
“Do I have a card that says Staplerschein?”
The more important question is:
“Do my qualifications and skills meet the requirements for safely operating a forklift in a German company?”
Staplerschein and Beauftragung Are Not the Same Thing
This is one of the most important distinctions.
A Staplerschein / Ausbildungsnachweis confirms the operator's training and qualification.
By contrast:
schriftliche Beauftragung
is the specific employer's written authorisation allowing the person to independently operate a forklift within that company.
Even someone who obtained their Staplerschein in Germany cannot simply arrive at a new company and start operating any forklift without additional formalities.
Before the Beauftragung is issued, the following are also required:
- gerätespezifische Einweisung — instruction relating to the specific forklift;
- betriebliche Unterweisung — instruction relating to the workplace and the company's specific operating conditions.

What Should You Do If You Already Obtained Your Forklift Licence Abroad?
If you already have a foreign Staplerschein, the correct approach is not to automatically start the entire course again from scratch.
The DGUV describes a practical procedure for foreign operators who already have previous knowledge.
1. Present Evidence of Your Existing Qualification
Prepare:
- your Staplerschein;
- certificates;
- qualification documents;
- course documentation;
- information about your work experience.
The aim is to show what you have already learned.
2. Have Your Existing Knowledge Assessed
The DGUV states that a Gabelstaplerfahrschule or a qualified in-house instructor can use a test to determine the current level of training of a foreign forklift operator.
3. Complete Only the Training You Actually Need
If the assessment reveals gaps in your knowledge or skills, supplementary training may be required:
- in theory;
- in practical operation;
- or in both areas.
The DGUV allows the duration and content of the training to be adapted to the person's existing knowledge.
4. Pass the Theoretical and Practical Examinations
The supplementary training is completed with a theoretical and practical examination.
This is important because, under the DGUV qualification model, a theoretical test alone is not sufficient.
5. Receive an Ausbildungsnachweis
After successfully passing the required examinations, an appropriate Ausbildungsnachweis is issued for the forklift for which the person has been trained.
Do You Have to Complete the Entire Forklift Training Course Again in Germany?
Not necessarily.
This is one of the most important points for foreign forklift operators.
The DGUV states that the duration and content of the training can be adapted to the operator's existing knowledge.
If a person has:
- good theoretical knowledge;
- practical experience operating forklifts;
- clear and understandable qualification documents,
it may not be necessary to repeat the entire training programme to the same extent as a beginner.
Furthermore, the DGUV explicitly states that if the results of the initial knowledge assessment are very good, it may be possible to proceed without any additional training and take only the theoretical and practical examinations.
The correct conclusion is therefore:
A foreign Staplerschein is not automatically recognised, but it is not automatically worthless either.
What Is DGUV Grundsatz 308-001?
DGUV Grundsatz 308-001 describes the essential requirements for operators of industrial trucks, the persons responsible for qualifying them, and the content of the training.
The currently published version was issued in December 2022.
The DGUV itself states that this Grundsatz serves as a guideline for high-quality forklift operator training.
It is not the same as a DGUV Vorschrift, but in practice it is used as a benchmark to help employers determine whether an appropriate level of qualification has been achieved.
An important point for 2026:
The DGUV has currently published a draft of a new version of DGUV Grundsatz 308-001 for public consultation until 22 August 2026.
According to the DGUV, the final version could be published in the first quarter of 2027.
Therefore, as of August 2026, this draft should not yet be regarded as the new version currently in force.
Is DGUV Grundsatz 308-001 a Law?
No, and it is important to understand this distinction.
The DGUV itself explains that Grundsatz 308-001 serves as a guideline for high-quality training and is not itself a Vorschrift.
The employer's obligation regarding the independent operation of Flurförderzeuge, on the other hand, derives from DGUV Vorschrift 68.
In simple terms:
DGUV Vorschrift 68 → establishes the occupational safety requirements and the employer's Beauftragung.
DGUV Grundsatz 308-001 → describes the level of training and qualification that the DGUV considers appropriate.
Does a Foreign Forklift Licence Have to Be Converted in Germany?
There is no centralised procedure under which a Polish, Latvian or other foreign Staplerschein can simply be sent to a German authority and automatically exchanged for a “German Staplerschein”.
The DGUV states that the operator's training and competence must be assessed by the employer. The existing qualification level of a foreign operator can be assessed by a Gabelstaplerfahrschule or an appropriately qualified in-house instructor.
It is therefore more accurate to speak of:
assessment and supplementation of the qualification
rather than simply converting or exchanging the document.
Does a Foreign Forklift Licence Need to Be Translated into German?
The DGUV guidance for foreign operators does not establish a universal requirement that every foreign Staplerschein must be translated by a sworn translator.
However, the document must be understandable enough to be assessed in practice.
If the foreign document does not make it clear:
- what course was completed;
- how long the training lasted;
- whether theoretical training was included;
- whether practical training was included;
- whether an examination was taken;
- which types of forklifts were covered,
it may be difficult for the employer or instructor to assess the qualification.
For this reason, a translation can be very useful in practice, even though the DGUV procedure for foreign forklift licences does not impose a universal requirement for a certified translation in every case.
Which Documents Should You Bring?
If you want to use your previously acquired qualification in Germany, prepare as much supporting evidence as possible.
Useful documents may include:
- your foreign Staplerschein;
- the course certificate;
- proof of training;
- information about the course content;
- proof of the theoretical examination;
- proof of the practical examination;
- evidence of previous work experience;
- a translation of the document if the original cannot be understood in German.
The more evidence you can provide about your actual training and work experience, the easier it will be to determine what additional steps are still required.
Is Previous Forklift Work Experience Taken into Account?
Yes.
The DGUV explicitly describes a different approach for foreign operators who already have Vorkenntnisse und Fahrpraxis — previous knowledge and practical driving experience.
For such individuals, the existing level of knowledge can first be assessed and the required supplementary training can then be adapted accordingly.
However, simply saying:
“I've been driving forklifts for ten years.”
is not enough for the employer to automatically issue a Beauftragung.
The employer must still make sure that the person has sufficient qualifications.
Is It Enough to Show Your Foreign Staplerschein to the Employer?
Not always.
The DGUV explicitly states that presenting a foreign licence alone does not prove that the level of training required in Germany has been achieved.
Therefore, the principle:
“I have a card, so I'm allowed to drive.”
is not sufficient.
The following must be assessed:
- the level of training;
- theoretical knowledge;
- practical skills;
- familiarity with the specific forklift;
- the company's occupational safety rules.
Who Assesses the Qualification of a Foreign Forklift Operator?
According to the DGUV, the existing level of training can be assessed by:
- a Gabelstaplerfahrschule;
- a qualified in-house forklift instructor.
The ultimate responsibility for deciding whether an employee can be given written authorisation to independently operate a forklift lies with the employer.
There is therefore no single central government “forklift licence recognition authority” in Germany.
Will I Receive a New Certificate After the Assessment in Germany?
If the required theoretical and practical examinations are successfully completed, the DGUV procedure for foreign operators provides for the issue of an appropriate Ausbildungsnachweis for the forklift covered by the training.
In everyday language, such a document is often called:
Staplerschein
or
Staplerführerschein.
What matters, however, is not the commonly used name of the document, but the ability to demonstrate the required qualification.
Can You Operate Any Forklift with a Staplerschein?
Not automatically.
DGUV Grundsatz 308-001 applies to the qualification of operators of Flurförderzeuge, excluding geländegängige Teleskopstapler (rough-terrain telescopic handlers). The current title of the document explicitly reflects this distinction.
Geländegängige Teleskopstapler are a separate category.
Operator qualification for these vehicles is covered by DGUV Grundsatz 308-009.
Therefore:
A standard Staplerschein ≠ automatic qualification for every possible type of forklift or telescopic handler.
Is Instruction Required at Every New Company?
Yes.
Even if a person already has a proper Ausbildungsnachweis, they must still become familiar with the specific conditions at a new company.
These may include:
- the specific forklift;
- the work area;
- traffic routes;
- pedestrian routes;
- loading ramps;
- loads;
- hazardous areas;
- the company's internal safety rules.
The DGUV requires both gerätespezifische Einweisung and instruction relating to the betriebliche Gegebenheiten.
Does the Previous Employer’s Beauftragung Apply at a New Company?
No.
The Beauftragung is linked to the responsibility of the specific employer and the particular working environment.
If you move to another company, your previous professional qualification does not disappear. However, the new employer must independently verify that all necessary requirements are met and issue their own written authorisation for the independent operation of the forklift.
This follows from the logic of DGUV Vorschrift 68 § 7.
Can You Independently Operate a Forklift Without Written Beauftragung?
For the independent operation of Flurförderzeuge with a driver's seat or driver's platform, DGUV Vorschrift 68 requires a written Beauftragung from the employer.
Therefore:
A Staplerschein alone ≠ authorisation to operate the company's forklift independently.
Is a Category B Driving Licence Enough?
No.
A standard driving licence and a forklift operator qualification are two different things.
A Category B driving licence alone does not demonstrate the qualification required to independently operate a Gabelstapler in a company.
Likewise, a foreign Staplerschein cannot automatically be treated according to the same recognition principles that apply to EU driving licences.
The DGUV explicitly states that general recognition of Staplerfahrerausweis comparable to the recognition system used in road traffic is not possible.
